Licensing Info

According to NYS Agriculture and Markets Law, Article 7, all dogs must be kept up to date on their rabies vaccine and licensed in the municipality they live in.
 
Wondering how to get a license? First you need to have proof that your dog is up to date on their rabies vaccine (if they aren’t, you can get them vaccinated during one of our free clinics or through your veterinarian), then you can visit town/city clerk to obtain a license. 
 
Each of the 22 municipalities we contract with has either a 3 or 5 day hold period. If an owner reaches out to reclaim their pet during that timeframe, by law, they must have an up to date rabies vaccine and license for their dog in order for us to release it. In addition, there are fees the state mandates and fees for the shelter service. 
 
Dogs get out and get loose, life happens. Please make sure your dog is up to date and licensed – we want to reunite you with your family member ASAP and don’t want to hold them here any longer than we are required to by law. To ensure you can just swing by to pick your dog up and take them back home the same day with minimal fees, it is your responsibility to do this.

Animal Control Info

If you find a stray dog, please contact the Dog Control Officer (DCO) of the town where you found it. This is the best way to ensure the dog’s safety and reunite it with its family.

Report Animal Cruelty

If you suspect and/or witness animal cruelty in your community, you can: 

Most of the reports we receive involve lack of food, water, shelter, and general animal care. Cases can result in on-site investigations, animal seizure, and/or prosecuting offenders.

If you would like to remain anonymous to those suspected of animal cruelty, we can arrange that. However, in order for the report to be taken seriously, we do need your name and contact information to share with law enforcement.

Surrendering a Pet

If you would like to bring your dog or cat to the Susquehanna SPCA to be rehomed, please first call (607) 547-8111, extension 102. We need to discuss your situation and set up an appointment to determine if relinquishment is the best option.

Surrenders are processed Tuesday through Saturday from 11 a.m. to 2 p.m.

At your appointment, you will be asked to sign an owner release form and fill out an animal history form. These forms enable us to learn as much as we can about your pet and find them the best new home for their personality and needs. Please bring any medical paperwork and any other information you have on your pet.

Anyone who wishes to relinquish an animal to the shelter must have an appointment.

Pet Food Pantry

Sparky’s Pet Food Pantry is located in our Admissions Lobby and is available to the public any time Monday through Saturday from 8:30 a.m. to 5:00 p.m. 

The pantry is stocked with any surplus pet-related supplies (food, litter, toys, etc.) that are donated to the animals in our care. Sparky’s Pet Food Pantry is here for folks in our community who are experiencing difficulties. It is important to us to help if we can because we want to keep animals with their families where they are happy and comfortable.

The Here to Help Hotline is a service of the Susquehanna SPCA designed to provide assistance to folks with farm animals. It is a proactive initiative designed to prevent hardship from turning into cruelty. Anyone who is in need of supplies or assistance in rehoming their animals can call the hotline and we will do our best to help.

We are always excited to add folks to our network of Farm Friends to alert when we find farm animals in need. Being a member of the network doesn’t mean that you are on the hook to help every time we have a case. It just keeps you in the know so that if you can help, you have the opportunity to. Rabies Clinics

We are very happy to announce that we will be holding free rabies vaccination clinics in conjunction with the Otsego County Department of Health this year. 

Clinics will be held at our new location: 5082-5088 NY-28 Cooperstown, NY 13326.
Please remember to bring your pet’s previous rabies certificate with you (if you have one), so that the veterinarian can determine if your pet is eligible for a 3-year vaccine.

Low-Cost Spay/Neuter Clinic

We are proud to be offering low-cost spay/neuter surgeries for both dogs and cats. Folks interested in receiving these services may qualify by providing proof that they are participating in one of the following programs:
  • Medicaid card or award letter from NYS
  • Long-term disability award letter
  • NYS Supplemental Nutrition Assistance Program card
  • NYS Benefits card
  • Proof of supplemental security income (SSI) for the aged/blind/disabled
  • Low-income housing assistance
  • Family Assistance
  • Safety Net Assistance

The cost for dogs to be altered is $140 and includes: spay/neuter surgery, pain medication, distemper vaccine, rabies vaccine, microchip, e-collar, and a spray treatment for fleas if live fleas are present.

The cost for cats to be altered is $110 and includes: spay/neuter surgery, pain medication, distemper vaccine, rabies vaccine, microchip, treatment for ear mites (if indicated), a spray treatment for fleas if live fleas are present, and a dewormer.

A non-refundable deposit is required to make an appointment.
